There’s little doubt about who is the HFR Hero of the Week, right?  Who else but Congressman Jim Jordan of Ohio, along with all 174 members of the Republican Study Committee, "the caucus of conservatives" in the House, proposing budget cuts of $2.5 trillion.

They are going to teach Americans a civics lesson that will be the most memorable in modern history.

This is the lesson of the great legislative asymmetricality enshrined in the Constitution only rarely taught.  Finally, this supreme example of the genius of the Founders will be learned, to the enormous benefit of America and to the utter anguish of the Left.

The asymmetricality is:  to spend taxpayers’ money requires a lengthy, arduous, and labyrinthine process of mutual approval between the House, the Senate, and the President.  That’s how you end up with 2,000 page kitchen sink bills with something in there to bribe everybody to sign on.

To not spend taxpayers’ money, however, even on already existing programs, requires a short, easy, and simple process of a straight majority (218) in the House agreeing.

For over 100 years now, the game of Washington has been to play this asymmetry in reverse.  The game was called "Being Compassionate With Other People’s Money," using money stolen from others to give all manner of goodies, subsidies, earmarks, and handouts to voters who will continue to elect the thieving pols in perpetuity.

It’s worked for all of our lives and all our parents’ lives, but at last, now no longer.  The Revolution of November Second reversed the demand of voters from "more goodies!" to "cut spending!"  It’s hilarious to see Dems and Enemedia pundits claim that cutting spending is impossible.  It’s easy, you fools – easy.

It’s much harder to pass legislation than to not pass it.  All authorizations to spend money on anything the government does must, by clear constitutional law, originate in the House.  If 218 or more House Members fail to authorize spending for a given program, the program dies, ceases to exist, the music is over.  There is nothing the Senate nor the President can do, their approval to kill a program is not required.  It’s done.

And that’s what Jim Jordan and the RSC have done with the Spending Reduction Act of 2011.  Study this document carefully, folks.  It will blow you away.  The first sentence will produce an OMG moment.

"Replace the spending levels in the FY 2011 continuing resolution (CR) with non-defense, non-homeland security, non-veterans spending at FY 2008 levels. The legislation will further prohibit any FY 2011 funding from being used to carry out any provision of the Democrat government takeover of health care, or to defend the health care law against any lawsuit challenging any provision of the act."

Now that’s hardball.  It’s what we’ve always wanted to see, Republicans playing hardball, going for the jugular. 

Remember that McConnell forced the Lame Schmucks to accept a CR for FY 2010 that expires March 4.  To spend any money after that requires a CR for FY 2011 – and to get that money, any money, the government will not only be prohibited from any of it being spent on ObamaCare – the Justice Department will specifically be prohibited from spending any money defending it in federal court from the 26 state government lawsuits against it.

Takes your breath away, doesn’t it?  But wait, there’s more.  There’s the brilliant political gestalt.  Take your glance away from all the big dazzling baubles, like eliminating Legal Services, National Endowment for the Arts, Amtrak, taxpayer funded union activities by federal employees – and the weird little ones like the mohair subsidy.  Look at the whole tree and what do you see?

What a K Street lobbyist will see is hopelessness.  If any one of these programs were targeted separately, he could launch a solid effort to retain them.  But when all of them are targeted at the same time, his efforts get drowned out in the clamor.  Jordan and the RSC understand:  it’s much easier to knock hordes of them out in one go.

Boehner has given the green light for this.  The Spending Reduction Act will be appended to the CR for FY 2011.  As the IBD says, "It’s a start."  The Greatest Civics Lesson Ever has begun.

Meanwhile, over in the Senate, Jim DeMint with McConnell’s blessing is making it as clear as gin that bankrupt beggar-blue states asking for federal bailouts can fuhgeddaboudit.  And the blue state muni-market?  Sell those muni bonds now.   

When a red state like Texas finds itself in a deficit hole, it digs itself out for real – by gutting spending.  What a blue state like California does is try to cover the hole up with "accounting magic."

California’s Governor Moonbeam will pretend his budget is "bare bones" just as his father did (I heard Ronald Reagan poke fun at this so often in 1966).  To give you an idea of how obscenely fat the state’s budget is, the entire list of California state government agencies is appended below the end of this HFR.  How many do you think Moonbeam will put on the budget chopping block?

When beggar blue states show up at Washington’s door, they will be given three pieces of advice from the 112^th Congress instead of bailouts.  1) Cut spending, 2) Increase revenue by getting the government out of the way of business rather than by raising taxes, and 3) Sell your assets.

Specifically, California will be advised to sell and allow development of its billions of barrels of offshore oil and trillions of cubic feet of offshore natural gas.  It will be fun to watch the enviros scream.

What all these bankrupt states fantasize they could do is print dollars out of thin air like the federal government does.  Just as a thought experiment, ask yourself, what if they could?  What if, say, Illinois could start printing dollars just like the Fed to pay its debts?

You’d kiss the dollar goodbye immediately, wouldn’t you?  Well, this is what is happening to the euro.

The EU is a monetary union of 27 European states with a common currency which only the ECB, European Central Bank, may issue.  A number of these states, like the PIIGS of Portugal, Italy, Ireland, and Greece, are in abyssal debt holes as bad or worse than California and Illinois.

This week, news began leaking out that one of them, Ireland, is printing its own euros.  The Irish Independent newspaper in Dublin broke the news:

"A spokesman for the ECB said the Irish Central Bank is itself creating the money it is lending to banks, not borrowing cash from the ECB to fund the payments. The ECB spokesman said the Irish Central Bank can create its own funds if it deems it appropriate, as long as the ECB is notified."

What?!?  That’s the question soon to explode in the minds of Greeks starving without their welfare and subsidy checks, and in those of Germans forced to pay for PIIG profligacy.  Might as well change the name of the currency from "euro" to "pig" as in, "That’ll be 500 euros, sorry, I mean pigs for your pint of Guinness," when you’re in a Dublin pub.

As everyone knew but couldn’t bear to admit, the euro is a political currency, not an economically viable one.  Now it’s clear, and you can hear the euro’s death rattle.

What about the dollar’s death rattle, you ask?  With the efforts the 112^th is making to resuscitate it, the dollar is in the intensive care ward, not in hospice.  Yet there’s no doubt the greenback is in critical condition.  The feared collapse of Social Security, for example, predicted to be but a few years away, has already arrived.

We have grounds to be optimistic that the 112^th may get the dollar healthy once more, and especially if they have a pro-American president after 2012 instead of Zero.  Nonetheless, it’s smart to have Plan B alternatives.

The ones that occur to most folks are gold and silver.  Junk silver, for example.  Carrying around heavy bags of coins, though, is cumbersome. And gold, sorry to say, has two big problems.  First, how do you spend it?  How do you buy a loaf of bread or pay the plumber with a $1500 gold coin?  That’s why gold is in home vaults or buried in the backyard where it lies undisturbed. 

Second, only those folks who have thousands of dollars to buy a few coins can afford gold.   It’s not that gold is so expensive, for the price of gold never changes, it’s paper currency that does.  It’s that you can’t buy it in affordable amounts.

What’s needed is usable gold in small amounts.  Small enough so that people could have a few dollars’ worth in their wallets.  If that were possible, millions of folks could be gold owners – it would democratize gold.

Yet the technology to produce units of gold this small – 5 to 20 dollars’ worth – and accurately calibrate them, doesn’t exist.

Until now.  There is a breakthrough nanotechnology that allows accurate mass production of units of 24-karat gold small enough to be usable.  And in a form so beautiful that it’s collectible.

Speaking of pigs and money, the Biggest Pig in China was in town this week all bloated with arrogance about his money (the yuan) taking over the global economy from the dollar.  Sure thing, Hu, you murderous Commie bastard. 

Having driven over 10,000 kilometers all over Tibet, I know firsthand how Hu Jintao is hated by Tibetans for his horrific suppression of them when he was Chicom Party Secretary there.  To see the President of the United States honoring him, bowing and scraping before him at a White House State Dinner, is revolting.

Good for John Boehner, Mitch McConnell, and the entire Republican leadership in Congress refusing to attend.  The only Republican of note who did was New Jersey’s Chris Christie.

Recall that last month (12/10), The Chinese Pig discussed "the impending collapse of the yuan."  You might consider re-reading it in light of the news this week that some of the world’s big hedge funds are betting that China is a bubble close to bursting.

Or the news that Goldman Sachs is pulling its money out of China (plus Brazil, Russia, and India due to fears of inflation in all four).

The very least that Zero could have done was make the Chicom President of China’s visit to the US conditional upon the release of Nobel Peace Prize Laureate Liu Xiaobo from prison.  He didn’t, of course.  Once again, Zero has shamed his country.

Surprised that Chris Christie was there honoring Hu?  Then you’ll be amazed to learn that he just nominated a Moslem attorney connected to the terrorists of  Hamas and the Moslem Brotherhood to a New Jersey Superior Court judgeship.

Looks like Christie has fallen under the influence of the Islamist Svengali of the Right, Grover Norquist.  What a terrible disappointment.

We could try to get experts on Islamofascism to talk some reason to Christie, like Alex Alexiev, or Frank Gaffney, or Robert Spencer.  But I’d also like to get Australian artist Sergio Redegalli to come to Trenton and present Christie with a reproduction of his Say No To Burqas mural.

Sergio could tell Christie of the hate, death threats, and vandalism (he’s repainted his mural 40 times) he’s experienced at the hands of Moslem misogynists and leftie radicals.  Maybe a personal story is what it would take for Christie to get it.

So we close this HFR with a toast to Sergio Redegalli, and with the hope that Chris Christie will come to his senses.
